PPL Services in Scotland

Managing direct payments just got easier with Virtual Wallet

PPL is providing Financial Management Services and payroll services for people using Direct Payments in Scotland. We provide services to individuals in several areas, such as Edinburgh, East Lothian, West Lothian and Mid Lothian. 

We know that managing care and support shouldn’t be complicated, which is why we specialise in person‑centred, tech‑enabled services that give you more time and confidence to live your life, not chase paperwork.

Whether you need help handling your Direct Payments, managing payroll for Personal Assistants, or simply want reassurance that everything is being done properly and on time, we’re here to make your self‑directed support journey smoother, simpler and in your control.

The support available from PPL includes: 

  • Financial Management Service (FMS) - with or without payroll
  • Payroll-Only services

Both of these services are currently available to all eligible individuals in receipt of 'Option 1' Self-Directed Support. 

Introduction to Virtual Wallet

Financial Management (FMS) services

PPL use a digital platform called Virtual Wallet to support individuals in managing their SDS funding. 

Each individual has their own Virtual Wallet account, which is used to monitor funding, approve time sheets, and manage invoices in a single, secure platform. Virtual Wallet is also used by personal assistants (PAs) to submit timesheets for review and approval, where the individual also uses PPL Payroll. 

Whilst PPL will support the individual to manage their account, the individual or an approved representative is able to have their own access to the Virtual Wallet account, ensuring full visibility at all times.

How do I set up a Financial Management Service (FMS) account with PPL?

If you have chosen 'Option 1' Self Directed Support and been assessed as eligible for Financial Management Service (FMS), Virtual Wallet from PPL may be available to you. 

Please complete the self-referral form available via the link below and the Virtual Wallet onboarding team will be in contact with you to discuss next steps.

Payroll Services

For any individuals who choose Option 1 Self-Directed Support and employ their own personal assistants, PPL is able to offer a comprehensive payroll-only solution. 

Using Virtual Wallet, individuals and their personal assistants have access to submit, review and approve electronic timesheets.  Once timesheets are approved, the PPL Payroll team will process payroll in line with the agreed schedule, before making payslips available to the individual for payments to be made to their PAs.

How do I set up a Payroll-only service with PPL?
