PPL and Swindon Borough Council
People Places Lives (PPL) are delighted to be working with Swindon Borough Council from 1st September 2026, supporting the delivery of an end-to-end direct payments service for both adults and children across Swindon.
The full scope of support available from PPL includes Direct Payment Support Services (DPSS), Payroll, supported direct payment accounts and self-service direct payment accounts - all underpinned by the PPL Portal and the Virtual Wallet financial management module.
Using Virtual Wallet, individuals and their authorised representatives are provided with access to their own secure, online account, through which they can have full visibility of their direct payment account balance, funding in and payments out.
However support is delivered, Virtual Wallet can help manage payments to payments, PA timesheets and invoices, personal contributions and top-ups.
Digital timesheets for employed personal assistants are a key feature of Virtual Wallet, and when integrated with PPL Payroll, provide an end-to-end managed payroll solution.
Over the days, PPL will be contacting all individuals in receipt of direct payment funding, sharing more information on what the transition to Virtual Wallet will mean for them.
Enham Trust Supported Direct Payment Accounts
Independent Living Advice and Supported Accounts
From 1st September 2026, any individuals who were previously supported by Enham Trust to manage their social care direct payment will automatically transfer to PPL.
Swindon Borough Council, Enham Trust and PPL are working closely together behind the scenes to deliver a smooth transition of these accounts and payroll arrangements to PPL, ensuring everything is configured within the PPL Portal and Virtual Wallet.
In addition, 3 members of the Swindon Independent Living Advice Team who previously worked for Enham Trust are transferring to PPL, meaning there will be familiar names and faces delivering the Direct Payment Support Service from day one.
Payroll
For those individuals who employ Personal Assistants and previously received payroll support from Enham Trust, this will also transfer to PPL on 1st September. From 1st September, timesheets should be submitted to the email address below, in line with your existing payroll schedule.
To support with this payroll transition, it is important that all employed personal assistants complete the bank account details form linked below at the earliest opportunity. If your PAs do not complete this form before Tuesday 15th September 2026, this may result in delayed wage payments.

Direct Payment Recipients receiving support from organsiations
The second group of individuals to benefit from Kernow Wallet are those who receive support from care agencies or any other type of organsiaton that provides support services.
From mid-August 2026, all individuals who use their direct payment to pay for support from a care agency or other organisation will be contacted by PPL and supported to get their Virtual Wallet account up and running, meaning that from mid-September 2026 onwards, this group of individuals will be ready to use Virtual Wallet to process payments to their support organisations.
If you receive an email or phone call from the PPL Onboarding team, they will ask for the contact information and bank account details of any organisations that provide support to you, which is an essential step in getting Virtual Wallet ready to process payments.
